Students who are 17 years old, have held their Level 2 License for 6 months, & are collision and violation free for 12 months will be advanced to a Level 3 License.

Michigan Graduated Driver Licensing Levels

1. Level 1 License

The Level 1 Learner’s license is the first of three licensing categories in the Graduated Driver Licensing (GDL) program. A Level 1 Learner’s License allows you to practice driving with a licensed parent/legal guardian or designated adult who is at least 21 years old.

2. Level 2 License

Allows you to drive independently, without a parent/guardian under the restrictions listed below.

  • No more than 1 passenger under 21 years old (unless immediate family members).
  • No driving between 10 PM to 5 AM
  • Unless driving to or from a job, or in the course of the job.
  • Unless driving to or from an authorized activity, such as school-sanctioned or after-school event.
  • Unless accompanied by a licensed driver age 21 years or older.

3. Level 3 License

This is the final licensing category of the GDL process and expires when you turn 18 years old. A Level 3 License allows you to drive independently, without restrictions.

The Road to Freedom

All Star is dedicated to supporting teens throughout their entire driver's license journey. From classroom instruction and behind-the-wheel training to obtaining a learner's permit and passing the road test, we are here to provide the resources and support necessary to succeed.

Student’s become eligible at 14 years and 8 months old. This course consists of 24 hours of classroom instruction, 6 hours of behind-the-wheel training and 4 hours of in-vehicle observation and a final written exam. Upon completion of Segment 1 a Certificate of Completions is emailed to the student, enabling them to apply for a Level 1 License at the Secretary of State. View more information about the New Driver Process which includes a list of required documentation.

After obtaining a Level 1 License, supervised practice driving can commence. Thirty hours (including 2 hours at night) of supervised practice driving must be completed with a parent/guardian or a designated adult with a valid license who is at least 21 years old. During the three-month period between Segment 1 and Segment 2, it is necessary to maintain a Supervised Driving log.

Students are eligible for Segment 2 after holding a Level 1 License for three consecutive months and logging 30 hours (including 2 hours at night) of supervised practice driving. Segment 2 is a six hour program spanning three days, concluding with a final written exam.

From the issuance of the Level 1 License, a total of 50 hours (including 10 hours at night) of supervised practice driving must be completed and logged with a parent/guardian or a designated adult with a valid license who is at least 21 years old.

An on-road driving skills test can be schedule once the student has held a Level 1 License for six months, successfully completed Segment 2, and logged a minimum of 50 hours of supervised practice driving, including at least 10 hours at night.

To be eligible for a Level 2 License, a student must: Be at least 16 years old, passed the on-road driving skills test, not been at-fault in a collision, received a citation or license sanction, or been convicted of a driving-related violation for at least 90 days before the on-road skills test.
